Tesla FSD (Supervised) Approved in Croatia: 8th EU Country
Croatia recognized the Dutch approval, and Tesla says rollout will begin soon. It has not given a date, and this is not an EU-wide vote.
Yes. Croatia has approved Tesla FSD (Supervised). Croatian media reported on Sept. 29 that the State Office for Metrology (DZM) recognized the Dutch RDW’s provisional EU type approval, and Tesla Europe said “Rollout will begin soon.” That makes Croatia the eighth EU country. Tesla has not published a start date.

What Croatia actually approved
Croatian public broadcaster HRT, citing the Hina news agency, reported that DZM, Croatia’s type-approval authority, confirmed in a letter to Tesla Hrvatska that it recognizes the provisional EU type approval for Tesla FSD (Supervised) that the Dutch authority RDW issued on April 10, 2026 under Regulation (EU) 2018/858. It allowed use on Croatian territory. DZM said it took into account RDW’s explanations of continuous monitoring, surveillance and reporting during use, and of how safety-related findings are handled.
That is a national recognition of the Dutch file. It is not a Brussels vote.
It is also a reversal. On Sept. 10, DZM told the Croatian outlet Autonet that the Dutch approval “has not so far been accepted” and that a decision before an EU-level discussion was “very likely” off the table, eletric-vehicles.com reported. Autonet reported that DZM told it the system was officially approved on Sept. 28 and that DZM was “never against” accepting the RDW approval and had only expressed caution. DZM did not explain what changed.
Tesla’s post gave no Croatian start date, software build number or hardware requirement. Some Croatian outlets wrote “in the coming days.” Tesla’s own word is “soon.”
The eight countries
Eight EU countries now recognize the Dutch approval, in this order:
- Netherlands, April 10, 2026, RDW type approval.
- Lithuania, May 20, 2026.
- Estonia, May 29, 2026.
- Denmark, June 9, 2026.
- Belgium, June 10, 2026.
- Slovenia, Sept. 7, 2026.
- Czechia, Sept. 21, 2026.
- Croatia, Sept. 29, 2026, announced by Tesla Europe.
Our Sept. 26 check of Tesla’s FSD page listed the first seven. Croatia is the new line. Eight of 27 member states is a minority of the Union. Together they hold under 13% of the EU’s population, according to eletric-vehicles.com.
What this is not
It is not EU-wide approval. An EU-wide rollout needs a qualified majority: 15 of 27 member states representing 65% of the EU population, per Reuters. Tesla Europe pointed to a possible Oct. 6 vote earlier this month. The draft agenda for that meeting of the Technical Committee on Motor Vehicles lists only a “continuation of discussions,” not a vote. Reuters reports the next scheduled meeting is in December, the earliest apparent chance for a decision. Croatia’s letter does not change that calendar.
The national approvals are also provisional. If the Commission refuses EU authorization, Article 39 of Regulation 2018/858 provides for provisional approvals to be revoked six months later. Speed is the main objection: the European Transport Safety Council has urged against the system’s speed-offset function, which can raise the maximum speed by as much as 50% above the detected limit, and Sweden, France and Czechia have raised concerns about speeding, Reuters reported.
It is also not unsupervised driving. Tesla’s product is FSD (Supervised), and the driver stays responsible. HRT’s report says the driver must keep supervising the system.
What to do
Here is what to do, depending on where your car is:
- Watch your car and the Tesla app for the update if you own a Tesla in Croatia, because Tesla has not named a week.
- Check that your car has Hardware 4 (AI4), because reports say the approved European build covers only that hardware and Tesla has not said whether Croatia differs.
- Skip any third party that offers to “unlock” FSD (Supervised).
- Confirm your own country’s status if you live elsewhere in the EU, because Croatia’s decision does not carry across borders.
- Expect no change if you already pay for FSD (Supervised) outside the eight countries, because a subscription does not override national type approval.
